RE: ADMISSION OF LEARNERS THROUGH TRANSFERS IN SECONDARY SCHOOL
The Ministry of Education is committed to ensuring equitable access to quality education and maintaining proper learning environments in all basic education institutions.
In light of the ongoing reforms in the education sector, it has come to our attention that some principals are declaring availability of vacancies and calling for interviews of willing learners in various schools across the country.
As we are all aware, most of our secondary schools are currently over enrolled due to the 100% transition initiative and are experiencing congestion on available facilities.
It is on this strength that the following should be strictly adhered to:
With non – admission of Form One in the year 2025, schools should address congestion in both the classrooms and dormitories in a bid to improve learning conditions.
In this regard, principals are directed not to declare any vacancies without approval of the Ministry as outlined below and any school that may have declared vacancies and conducted interviews are hereby directed to cancel the process.
All transfers must comply with the Basic Education Act (2013), Sections 32 and 34 (4) and must be approved by Ministry of Education officials. Approval for National and Extra County schools shall be done by Head of Directorate of Secondary Education, County schools by Regional Directors of Education and those for Sub County schools by County Directors of Education. No interview fee will be charged.
All Regional Directors of Education, County Directors of Education, and Sub-County Directors of Education are instructed to ensure strict adherence to these directives by all secondary schools within their areas of jurisdiction.
Field officers must promptly report any cases of non-compliance and take appropriate action in line with the Ministry’s policies.
The Ministry’s Quality Assurance and Standards team will be conducting periodic inspections to reinforce adherence to these guidelines.
Noncompliance will attract administrative and disciplinary measures against the responsible parties.
Your cooperation in upholding these directives is essential to improving the quality of education and creating a sustainable and inclusive learning environment.
