TSC: right channel not followed for employment of 18 Statehouse Girls BOM teachers

The Teachers Service Commission (TSC) has released a response after numerous enquiries were made into its office over fate of eighteen Statehouse Girls Board of Management (BOM) teachers.

Last month President William Ruto had visited the school for a function. Ruto was then briefed by the school Principal Mrs. Evelyn Nabukwesi on the plight of the BOM teachers who were yet to be employed by TSC.

She highlighted the financial struggles the teachers went through and how it affected their motivation for teaching.

The President then gave TSC one week to ensure the teachers are absorbed into permanent and pensionable (PNP) payroll amid applause from teachers, students and parents.

However after a period of waiting the Principal wrote a letter addressed to the TSC Secretary, Nancy Macharia to enquire about this.

The Commission has now come out and distanced itself from the announcement made by the President saying the right channels were not followed.

Below is a response issued by TSC on fate of employment of the Statehouse Girls BOM teachers.

RE: EMPLOYMENT OF THE TEACHERS CURRENTLY ENGAGED BY THE BOARD OF MANAGEMENT OF STATEHOUSE GIRLS, NAIROBI.

your Ref: MLK/GEN/08/24/P1/L dated August 2024 is acknowledged. We note that you seek information in line with Article 35 Of the Constitution and Section 4 of the Access to Information Act (2016) relating to what you indicate was a Presidential directive to this Commission to employ on permanent and Pensionable terms the teachers currently engaged by the Board Of Management, State House Girls.

At the outset, permit us to indicate that the Commission is unaware Of any request by HE the President to employ the teachers directly engaged by the Board Of Management, State House Girls, Nairobi.

It should be noted that the Government has documented channels for communicating inforrnatjon that impact public policy and practice.

In our recollection, the Head of Public has made any such request Or to the Commission on behalf of the presidency.

Rest assured, if and when such a request is made to the Commission, it shall be considered and processed per the legal and regulatory requirements.

Indeed, it ought to be appreciated by all that in executing its constitutional and statutory mandate, TSC strictly adheres to the values and principles of Public Service, among the other noble ideals espoused by the constitution and statute law.

Consequently, note that in the absence of a formal request on the subject, the opportunity to respond to you or decline the ‘directive’ has yet to crystalize.
