TEACHING AND LEARNING IN SPECIAL UNITS
The Commission is committed to upholding the right of every learner to access basic quality education as provided under Article 43 of the Constitution of Kenya.
To this end, the Commission undertakes focused recruitment and deployment programme to place teachers trained in Special Needs Education, including those skilled in handling a wide range of disabilities such as mental handicaps, autism, physical handicaps, cerebral palsy, hearing impairments, visual impairments, deafblindness among others.
This is intended to ensure that teachers assigned to teach in Special Units within regular learning institutions possess the necessary expertise to address the unique needs and challenges of their learners.
However, it has come to the Commission’s attention that teachers assigned to these Special Units are being allocated additional teaching responsibilities in regular classes.
This practice undermines the specialized support required by learners in Special Units and diminishes the overall objective of providing quality education to learners with special and unique needs.
Consequently, the Commission directs that teachers assigned to Special Units should not be allocated extra lessons in regular classes to enable them focus on their core responsibilities.
By a Copy of this circular, the TSC field officers are required to ensure compliance.
