The Teachers Service Commission (TSC) today officially launched a high-level Stakeholdersโ€™ Engagement Forum to deliberate on a series of radical amendments to Regulation 20 of the Code of Regulations for Teachers.

Led by TSC Acting CEO Ms. Eveleen Mitei, the forum at KISE aims to synchronize teacher registration with the evolving needs of the Competency-Based Curriculum (CBC) and global education standards.

The proposed changes to the TSC Act Cap. 212 outline specific academic and professional โ€œgatekeepingโ€ measures that will define who is eligible to stand at the front of a Kenyan classroom.

1. The Fundamental Prerequisites

Before diving into specific grades, the Commission has set three non-negotiable pillars for any person seeking to be registered as a teacher:

  • Good Moral Character: A clean record is the first step.
  • Recognized Training: Academic and professional qualifications must come from institutions recognized within Kenya.
  • Commission Compliance: Meeting all other registration requirements as set by the TSC.

2. Diploma Level Qualifications

The proposed amendments provide a granular breakdown for various diploma specializations, with a clear focus on inclusivity for Persons with Disabilities (PWDs).

CategoryQualification RequirementKCSE Mean Grade
Early Childhood (DECTE)Diploma in DECTEC (Plain) / [C- for PWD]
ECDE (Montessori)Diploma in Montessori CurriculumC (Plain)
Primary (DTE & DPTE)Diploma in Primary Teacher EducationC (Plain) / [C- for PWD]
Secondary (DSTE)Diploma in Secondary Teacher EducationC (Plain) + C+ in 2 subjects
Technical (DTTE)Diploma in Technical Teacher EducationC (Plain) + C+ in 2 STEM subjects
Special Needs (SNE)Diploma in SNE (Primary/Secondary)C (Plain) / [C- for PWD]

Note on Counseling & Adult Ed: Registration for Counselling Psychology requires a Diploma in that field plus a Diploma in Technical Education, while Adult and Continuing Education (DACTE) requires a C (Plain) at KCSE.

3. Degree & Graduate Qualifications

For graduate teachers, the โ€œgold standardโ€ remains a C+ (Plus) mean grade, though the specific subject requirements vary by discipline.

B.Ed (Arts & Science): Must have a mean grade of C+ and a C+ in two teaching subjects.

Agricultural Education (AGED): Requires a C+ mean grade and C+ in Biology and Agriculture (or a combination of Biology and Chemistry/Physics/Geography).

Special Needs Education (SNE): Graduate teachers in the Secondary option must specialize in at least one area of disability under the Age-based pathways.

Post Graduate Diploma (PGDE): Holders of Bachelor of Arts or Science must have a C+ at KCSE, C+ in two teaching subjects, and a valid PGDE to qualify.

4. Bridging the Gap: Special Pathways & Considerations

Perhaps the most insightful part of the proposal is how it handles โ€œmissingโ€ subjects from the KCSE level. The TSC has proposed a โ€œcompetency-over-historyโ€ approach for specific subjects:

Music/Art & Design: If you didnโ€™t study these at KCSE but hold a degree/diploma in them, the TSC will look at your C+ in English, Kiswahili, or Biology/Math as a substitute.

Computer/Business Studies: If not studied at KCSE, a C+ in Mathematics will be the qualifying pivot.

Physical Education (PE): If not studied at KCSE, a C+ in Biology and Math will be considered.

The โ€œDiploma-to-Degreeโ€ Bridge: Teachers who started with a C (Plain) at KCSE but completed a Diploma and then a Degree in the same subjects will now be eligible for registration.

5. International Standards & Transitions

The TSC is also tightening the rules for Foreign Nationals and Kenyans with foreign qualifications.

Foreign Nationals: Must provide an equated certificate, a registration certificate from their home jurisdiction, an authorization letter from the Ministerial Vetting Committee, and a valid work permit.

Transitional Clause: To ensure fairness, anyone who met the requirements under the Legal Notice 196 of 2015 prior to these new regulations will still be eligible for registration.

The CEOโ€™s Vision

During the launch, Ms. Eveleen Mitei emphasized that these changes are not meant to โ€œlock outโ€ teachers, but to โ€œlevel upโ€ the profession.

By clarifying the specific grades for SNE, Montessori, and Technical subjects, the TSC is attempting to eliminate the ambiguity that has previously led to registration delays.

The stakeholdersโ€™ forum continues, with teacher unions and education experts expected to weigh in on whether these C+ and C (Plain) thresholds are too rigid or exactly what the doctor ordered for Kenyaโ€™s education system.
