TSC circular 7/2024 on remuneration for teachers living with disability

REMUNERATION FOR PERSONAL GUIDE FOR EMPLOYEES LIVING WITH DISABILITY

The Salaries and Remuneration Commission (SRC) vide circular Ref: SRC/ADM/11(190) dated 7 March, 2024 has reviewed the types of disabilities that attract payment of Personal Guide Allowance to employees in Public Service including Teachers and the Secretariat Staff.  

The details of the Circular are summarised in the table below:

Low Vision using a magnifier but drawing the print nearer the eyes. Eligibility to be based on an Ophthalmologist’s report where the Visual Acuity is 6/60 and below, which is a Severe Visual Impairment.A flat rate of Kshs.20,OOO per month payable as part of the monthly remuneration to the beneficiary (Public Officers living with disability).
Physically disabled who:

i) Use a wheelchair;

ii) Use a pair of crutches (two crutches);

iii) Engage  both hands while  using  a walking aid; and

iv) Use walking frames

The effective date for payment with regard to the additional areas of disability is 14th February,  2024.

The procedure for applying for the allowance remains as provided in the Code of Regulation for Teachers, 2015 and the Human Resource Processes and Procedures Manual, 2018.

  • I am Zakayo Loturo Loita a disabled teacher who has not been updated by TSC ,so I need a support from the ministry so that I am not taxed and get the added benefit as a disabled teacher_ Lomuge primary school Baringo county.Thank you.

  • I am a teacher from Busia who first sent my application on the 10th of June 2010.Just this year in April is when I was tax exempted. Nplwd wrote in their letter that I applied on that stated date.Why did it take that long seriously??And why does Tsc only consider a few cases to get the allowance when one was born with a disability that is just visible and causes a lot of difficulties in carrying out duties??Reconsider your choices of disabilities listed.

  • Let us have a committee that will always be focused to monitor and fast tract all cases of disability and bring them to the attention of those who need to to implement policies for the benefit of these our brothers and sisters. Indeed, it is unfair to delay such an important service. Such a committee must have at least two members male and female who are living with disability and their voice should be heard.
