The secondary school teachers union now wants the ministry to reinstate teachers who were transferred to the Public Service Commission.
In 2018, the Education ministry transferred 3,780 teachers in TVET institutions from TSC’s payroll to the Public Service Commission.
Kuppet secretary general Akello Misori said TSC is the only constitutionally mandated employer of teachers.
Misori said TSC should not transfer the employment of teachers to any other institution.
“We also want you the CS to take back 3,780 teachers, serving in tertiary institutions, from the Public Service Commission to TSC,” he said.
He was speaking during a consultative meeting between the union and education CS Ezekiel Machogu on Tuesday.
Misori asked Machogu to ensure the teachers are brought back to work under TSC terms.
“Following the transfers, the trainers were left out of the fourth phase of CBA increments, and most have stagnated in their previous positions,” Misori said.
He further highlighted the issues facing the teachers who were transferred.
Misori said the teachers were left out despite their salaries being provided for in the 2018-2019 and 2019-2020 budgets.
“Some who have retired now expect to receive less pension than they deserve under the CBA,” he added.
In July, MPs proposed costs related to hiring TVET staff to be completely withdrawn from the Teachers Service Commission.
According to policy resolutions relating to the annual budgets, this proposal should be implemented before the financial year 2022-2023.
“That the National Treasury transfers resources on administrative costs related to the programme, ‘Human Resource Management on TVETS’,” the policy reads.
The lawmakers proposed the costs be transferred to the Public Service Commission, which will now bear the cost of hiring TVET tutors.
Previously, TSC had been in charge of recruiting TVET staff.
