Financial Crisis: Thousands of Newly Recruited Teachers Go Months Without Pay

New Teachers Face Uncertain Future Amid Persistent Salary Processing Delays

NAIROBI, Kenya — A wave of frustration and uncertainty is sweeping through schools across the country as thousands of newly recruited teachers and junior secondary school (JSS) interns have gone four months without receiving their salaries.

The delayed payments affect a significant cohort of educators, including a portion of the 24,000 JSS intern teachers posted in January 2026, as well as 9,159 replacement teachers hired to fill vacancies left by those who exited the service in 2025.

While the majority of these teachers have since been paid—often with arrears—a significant number remain without a single month’s salary, leaving many in a state of financial crisis.

TSC’s Directive: “Correct Your Details”

The Teachers Service Commission (TSC) has attributed these persistent payment delays to administrative anomalies rather than a lack of funds.

According to Commission officials, the most common issues involve:

Inaccurate Paypoint Details: Errors in bank account numbers or branch codes.

Data Mismatches: Discrepancies between the data provided during recruitment and the information in the payroll system.

To resolve this, the TSC has issued a strict deadline: All affected teachers must correct these anomalies by May 16, 2026, when the Commission closes its May payroll.

Failure to rectify these details by the deadline will result in further delays for the following month.

Action Required for Affected Teachers:

TPay Activation: Teachers are required to contact their respective County ICT officers to activate their TPay (payslip) accounts, which will allow them to audit their personal details for accuracy.

Headquarters Engagement: For teachers unable to resolve issues at the County or Sub-County level, the Commission is encouraging them to visit the TSC Headquarters in Upper Hill, Nairobi, for specialized assistance in clearing wrongly captured data.

Growing Questions Over Financial Stability

Despite the TSC’s advice, the failure to pay arrears to a large segment of interns and replacement teachers has reignited public debate regarding the Commission’s financial health.

Critics have pointed to a recent report by Auditor General Nancy Gathungu, which warned that the TSC was grappling with an accumulated budget deficit of Sh7.34 billion and significant negative working capital.

The audit report, which cited “poor financial management” and a high volume of pending bills, fueled speculation regarding the commission’s solvency.

However, the TSC has been quick to dismiss these claims, labeling the “financial meltdown” narrative as “false” and misleading.

To address the fiscal strain, the government allocated an additional Sh24 billion in the supplementary budget.

These funds are intended to cover salary shortfalls and the employer’s contributions toward the Social Health Authority (SHA) insurance cover.

The Looming Threat of Industrial Action

The silence regarding the remaining arrears has pushed many educators to the brink.

Some teachers have hinted that if the salary issues are not resolved immediately, they may be forced out of class of their financial situtations.

“Teachers cannot continue to work on empty stomachs while being told to be patient,” said one of the affected teacher. “We have fulfilled our part, and the employer must fulfill theirs.”

As the May 16th payroll deadline passes, the coming weeks will be critical in determining whether the Commission can clear the backlog or if schools will face widespread disruptions as teachers threaten to withdraw their services.
